Stephen Cooper P.E. & Associates, Inc. (SCPE) is a privately held Florida based S Corporation headquartered in Port Saint Lucie, FL. It is also certified as a serviced disabled veteran-owned business. SCPE is federally certified as a Service Disabled Veteran Owned Small Business (SDVOSB). SCPE is a certified Small Business Enterprise (SBE) with South Florida Water Management District and holds a Service Disabled Veteran Owned Business Certification with the State of Florida.

Site Permitting

Our firm has a highly qualified local staff with extensive expertise in Surface Water Management and Stormwater Conveyance Systems. We take great pride in the fact that as a small company, we have gained notoriety and the respect of agencies like the Florida Department of Environmental Regulation (FDEP), the South Florida Water Management District (SFWMD) and the St. Johns River Water Management District (SJRWMD) for our excellence in the field of Surface Water Management design and permitting. Comprehensive permitting assistance obtaining site related construction authorizations from local, state and federal agencies including, but not limited to, ACOE, NPDES, US Fish and Wildlife, FAA, FDOT, SFWMD, SJRWMD and countless local government site related permitting agencies.

Site Design

Site related A/E design services including preliminary site evaluation, final site planning, construction documents including paving, grading, drainage, water distribution and sewer collection. Other site related construction plans including de-watering plans, erosion and sedimentation control plans, surface water pollution prevention plans (SWPPP), pump station plans (drainage/sewage) and irrigation plans.

Construction Inspection Services

Comprehensive construction administration services are offered, including, but not limited to bid document preparation, bidding assistance, cost estimates, shop drawing review, site observation, pay request review, NPDES certified inspection services, QA, record drawings, site certifications required from Inspecting Engineer of Record.
